NER model
NER is one of several formulas for accessing live subtitles in television broadcasts and events that are produced using speech recognition. The three letters stand for number, edit error and recognition error. It has been promoted as an alternative to Word error rate (Word Error Rate) which is a more objective measure. The overall score is calculated as follows: Firstly, the number of edit and recognition errors is deducted from the total number of words in the live subtitles. This number is then divided by the total number of words in the live subtitles and finally multiplied by one hundred. N E R v a l u e = N − E − R N ∗ 100 {\displaystyle NERvalue={\frac {N-E-R}{N}}100} . The acronyms stand for the following: N (number) = total number of words in the live subtitles E (Edit error) = edit error R (Recognition error) = recognition error This measurement process has been used for public television broadcasts in European countries like Italy and Switzerland. One major drawback with NER is that it requires a human assessor to rate errors as either: 1 Minor edition or recognition errors 2 Normal edition or recognition errors 3 Serious errors which are then weighted in the assessment process. This is both subjective, time consuming and costly. Also, NER fails to account for words left out subtitles which is something that does not take account of the D/deaf audience who want verbatim subtitles. As a result, NER cannot accurately reflect the audience's experience of subtitles. Another problem is the inconsistency of human evaluation of subtitles, particularly with live subtitles, where there are differing opinions of the importance of subtitle errors. By way of contrast, Word error rate is an objective measure of subtitle errors, since it measures the textual discrepancy between the subtitles and the speech.
Data profiling
Data profiling is the process of examining the data available from an existing information source (e.g. a database or a file) and collecting statistics or informative summaries about that data. The purpose of these statistics may be to: Find out whether existing data can be easily used for other purposes Improve the ability to search data by tagging it with keywords, descriptions, or assigning it to a category Assess data quality, including whether the data conforms to particular standards or patterns Assess the risk involved in integrating data in new applications, including the challenges of joins Discover metadata of the source database, including value patterns and distributions, key candidates, foreign-key candidates, and functional dependencies Assess whether known metadata accurately describes the actual values in the source database Understanding data challenges early in any data intensive project, so that late project surprises are avoided. Finding data problems late in the project can lead to delays and cost overruns. Have an enterprise view of all data, for uses such as master data management, where key data is needed, or data governance for improving data quality. == Introduction == Data profiling refers to the analysis of information for use in a data warehouse in order to clarify the structure, content, relationships, and derivation rules of the data. Profiling helps to not only understand anomalies and assess data quality, but also to discover, register, and assess enterprise metadata. The result of the analysis is used to determine the suitability of the candidate source systems, usually giving the basis for an early go/no-go decision, and also to identify problems for later solution design. == How data profiling is conducted == Data profiling utilizes methods of descriptive statistics such as minimum, maximum, mean, mode, percentile, standard deviation, frequency, variation, aggregates such as count and sum, and additional metadata information obtained during data profiling such as data type, length, discrete values, uniqueness, occurrence of null values, typical string patterns, and abstract type recognition. The metadata can then be used to discover problems such as illegal values, misspellings, missing values, varying value representation, and duplicates. Different analyses are performed for different structural levels. E.g. single columns could be profiled individually to get an understanding of frequency distribution of different values, type, and use of each column. Embedded value dependencies can be exposed in a cross-columns analysis. Finally, overlapping value sets possibly representing foreign key relationships between entities can be explored in an inter-table analysis. Normally, purpose-built tools are used for data profiling to ease the process. The computational complexity increases when going from single column, to single table, to cross-table structural profiling. Therefore, performance is an evaluation criterion for profiling tools. == When is data profiling conducted? == According to Kimball, data profiling is performed several times and with varying intensity throughout the data warehouse developing process. A light profiling assessment should be undertaken immediately after candidate source systems have been identified and DW/BI business requirements have been satisfied. The purpose of this initial analysis is to clarify at an early stage if the correct data is available at the appropriate detail level and that anomalies can be handled subsequently. If this is not the case the project may be terminated. Additionally, more in-depth profiling is done prior to the dimensional modeling process in order assess what is required to convert data into a dimensional model. Detailed profiling extends into the ETL system design process in order to determine the appropriate data to extract and which filters to apply to the data set. Additionally, data profiling may be conducted in the data warehouse development process after data has been loaded into staging, the data marts, etc. Conducting data at these stages helps ensure that data cleaning and transformations have been done correctly and in compliance of requirements. == Benefits and examples == Data profiling can improve data quality, shorten the implementation cycle of major projects, and improve users' understanding of data. IBM 37xx
IBM 37xx (or 37x5) is a family of IBM Systems Network Architecture (SNA) programmable front-end processors used mainly in mainframe environments. All members of the family ran one of three IBM-supplied programs. Emulation Program (EP) mimicked the operation of the older IBM 270x non-programmable controllers. Network Control Program (NCP) supported Systems Network Architecture devices. Partitioned Emulation Program (PEP) combined the functions of the two. == Models == === 370x series === 3705 — the oldest of the family, introduced in 1972 to replace the non-programmable IBM 270x family. The 3705 could control up to 352 communications lines. 3704 was a smaller version, introduced in 1973. It supported up to 32 lines. === 371x === The 3710 communications controller was introduced in 1984. === 372x series === The 3725 and the 3720 systems were announced in 1983. The 3725 replaced the hardware line scanners used on previous 370x machines with multiple microcoded processors. The 3725 was a large-scale node and front end processor. The 3720 was a smaller version of the 3725, which was sometimes used as a remote concentrator. The 3726 was an expansion unit for the 3725. With the expansion unit, the 3725 could support up to 256 lines at data rates up to 256 kbit/s, and connect to up to eight mainframe channels. Marketing of the 372x machines was discontinued in 1989. IBM discontinued support for the 3705, 3720, 3725 in 1999. === 374x series === The 3745, announced in 1988, provides up to eight T1 circuits. At the time of the announcement, IBM was estimated to have nearly 85% of the over US$825 million market for communications controllers over rivals such as NCR Comten and Amdahl Corporation. The 3745 is no longer marketed, but still supported and used. The 3746 "Nways Controller" model 900, unveiled in 1992, was an expansion unit for the 3745 supporting additional Token Ring and ESCON connections. Overcast is a podcast app for iOS that was launched in 2014 by founder and operator Marco Arment. == Founder and operator == Arment was also the Chief Technology Officer of Tumblr and founder of Instapaper before founding Overcast, and he had created his own podcasts before launching the app. In March 2023, Arment told The Vergecast how he built and maintains Overcast by himself, and that he uses ad banners promoting podcasts to cover the costs of the free app. == Features and reception == In 2014, Overcast received positive reviews from MacWorld and iMore. In 2015, The Verge and The Sweet Setup each named it the best podcast app for iOS that year. In 2017, Discover Pods gave an endorsement citing the "smart speed" feature, which shortens quiet gaps in a podcast. In April 2019, Overcast introduced a feature that allowed users to share clips from podcasts to social media. In January 2020, Overcast was updated to allow users to skip the intros and outros of podcasts.

Social media as a public utility is a theory postulating that social networking sites (such as Meta - ie:Facebook & Instagram or Alphabet - ie: YouTube & Google, but also independent sites such as Twitter, Tumblr, Snapchat etc.) are essential public services that should be regulated by the government, in a manner similar to how electric and phone utilities are typically government regulated. It is based on the notion that social media platforms have monopoly power and broad social influence. == Background == === Definitions === Social media is defined as "a group of Internet-based applications that build on the ideological and technological foundations of Web 2.0, and that allow the creation and exchange of User Generated Content." Furthermore, the New Zealand Government of Internal Affairs describes it as "a set of online technologies, sites, and practices which are used to share opinions, experiences and perspectives. Fundamentally it is about the conversation. In contrast with traditional media, the nature of social media is to be highly interactive." Moreover, the term social media is described as online tools that let people interact and communicate with each other. This has become a standard word for online cultural exchange and a dominant way for individuals to engage on the internet. By using social media individuals become more closely and strongly connected than ever before. The traditional definition of the term public utility is "an infrastructural necessity for the general public where the supply conditions are such that the public may not be provided with a reasonable service at reasonable prices because of monopoly in the area." Conventional public utilities include water, natural gas, and electricity. In order to secure the interests of the public, utilities are regulated. Public utilities can also be seen as natural monopolies implying that the highest degree of efficiency is accomplished under one operator in the marketplace. Public utility regulation for social media has been largely criticized because people believe it would produce undesirable and indirect effects. However, others say that truly effective government regulation would produce valuable results. Social media as a public utility is a crucial debate because utilities get regulated, so marking social media websites as utilities would require government regulation of various social media websites and platforms such as Facebook, Google, and Twitter. Applying the term public utility to social media implies that social media websites are public necessities, and, consequently, should be regulated by the government. While social media are not as essential for survival as traditional public utilities such as electricity, water, and natural gas, many people believe it has become vital for living in an interconnected world and without it, living a successful life would be difficult. Therefore, many people believe that social media has reached utility status and should be treated as a public utility. However, others believe that this is not true because social media are constantly revolutionizing and giving such platforms "utility status" would result in government regulation, which would consequently hinder innovation. Over the past decade many have debated and questioned whether or not "Internet service providers should be considered essential facilities or natural monopolies and regulated as public utilities." === Monopoly === A monopoly is defined as "a firm that is the only seller of a product or service having no close substitutes." A natural monopoly is when the entire demand within a relevant market can be satisfied at lowest cost by one firm rather than by two or more, and if such a market contains more than one firm then the firms will "quickly shake down to one through mergers or failures, or production will continue to consume more resources than necessary." In a monopoly competition is said to be short-lived, and in a natural monopoly it is said to produce inefficient results." Public utility companies can be regulated to prevent them from gaining monopolistic control. In November 2011 AT&T's proposal for merging with T-Mobile was rejected because it would have "diminished competition," and have led to the company having monopolistic power within the telephone industry. Such regulation is permitted because the telephone industry is a public utility. Similarly, Microsoft has also been prevented from taking various business actions that could result in the company gaining monopolistic power. If social media were a public utility then regulation of Google and Facebook would similarly dictate what they could and could not do. The possibility was raised in 2018 by U.S. Representative Steve King during a House Judiciary hearing on social media filtering practices. == Arguments == Advocates of this theory believe that social media websites already act like public utilities, and therefore regulation is needed. Additionally, advocates say that in the 21st century, using such websites are as necessary for communication as using traditional public utilities such as telephone, water, electricity, and natural gas are for other everyday uses. Specifically, advocates note that Google search should be treated as a public utility and needs to be regulated because it dominates the search engine market and no website can afford to ignore it. There is the position that a social media website such as Google "is a common carrier and should be regulated as such (Newman 2011)." These are reinforced by a perception that social media companies fail to properly maintain fair platforms for discourse. === Individual level === Advocates of regulating social media as a public utility believe that having an Internet presence using social media websites is imperative for individuals to adequately take part in the 21st century. Consequently, they argue that these sites are public utilities that need to be regulated to ensure that the constitutional rights of users are protected. For example, regulation may be needed to protect freedom of speech against risks such as Internet censorship and deplatforming. Social media affects people's behavior. For instance, it plays an important role in shaping its users' decisions and actions pertaining to health. This is demonstrated in a Pew Research Center research, which showed that 72 percent of American adults turned to social media for health information in 2011. Around 70 percent of people with chronic illnesses also use the platform to find cure, diagnoses, and other health answers. This development becomes a public issue as social media are likely to provide wrong medical information. Additionally, social media sites can also facilitate deleterious health behavior such as smoking, drug use, and harmful sexual behavior. === Business level === Advocates of social media as a public utility maintain that social media services dominate the Internet and are mainly owned by three or four companies that have unparalleled power to shape user interaction, and because of this power such businesses need to be regulated as public utilities. Zeynep Tufekci, University of North Carolina Chapel Hill, claims that services on the Internet such as Google, eBay, Facebook, Amazon.com, are all natural monopolies. She has stated that these services "benefit greatly from network externalities[,] which means that the more people on the service, the more useful it is for everyone," and thus it is difficult to replace the market leader. === Government level === Advocates of social media as a public utility believe that the government should impose restrictions on social media websites, such as Google, that are designed to benefit its rivals. Due to the recent substantial growth of social media websites such as Google, advocates claim that such a website "might need search neutrality regulation modeled after net neutrality regulation and that a Federal Search Commission might be needed to enforce such a regime." danah boyd expresses a future issue which the government may have to deal with in her research: Facebook is becoming an international social media website, specifically prevalent in Canada and Europe which are "two regions that love to regulate their utilities."
